On November 6, 2025, in the town of Jindires, located in the Afrin region of northern Syria, a foundation stone was laid for what is called the “Toros Residential Complex.” The event was held under the auspices of the Afrin Administration affiliated with the de facto authority of Hay’at Tahrir al-Sham (HTS), and attended by Masoud Batal, Director of the Afrin Administration, his deputy Mohammed Sheikh Rashid, Public Relations Officer Mohammed al-Hassan, along with several other figures.
The project—considered a continuation of systematic demographic change—includes the construction of residential, commercial, religious, and service buildings designated for settlers. This contributes to erasing Afrin’s Kurdish identity and forcibly altering its demographic composition at the expense of its original Kurdish inhabitants, many of whom have been displaced.
This incident comes within the ongoing pattern of violations since Turkey’s effective occupation of the region on March 18, 2018, which led to the displacement of more than 400,000 of its original Kurdish residents. The occupation followed the takeover of Afrin by Turkish forces and Turkish-backed armed factions under the name of Operation Olive Branch.
