In the context of escalating security breakdown and the continued proliferation of weapons outside the framework of the law, the governorates of Homs and Hama witnessed incidents of killings and armed attacks on 9 and 10 February 2026. These incidents resulted in the deaths of civilians and the injury of others, amid local accusations of inadequate security response and allegations of involvement by members of the General Security forces in one of the attacks.
Killing of Ali Mohammad Rabeea in the City of Homs
On 9 February 2026, the young man Ali Mohammad Rabeea, a member of the Alawite community and a resident of the Old Akrama neighborhood in the city of Homs, left his home. Contact with him was lost later that same day.
On the morning of 10 February 2026, his body was found at Al-Waleed Hospital, located in the Al-Waer neighborhood of Homs. It was established that he had been killed after sustaining multiple gunshot wounds.
Armed Attack in Al-Zahraa Neighborhood, Homs, and Injury of Civilians
On the evening of 10 February 2026, the predominantly Alawite Al-Zahraa neighborhood in the city of Homs witnessed an armed attack carried out by an armed group reportedly coming from the Deir Baalbeh neighborhood.
According to available information, the group targeted a street vendor’s cart within the neighborhood, resulting in the injury of: Hassan Hamdan, Azdshir Al-Sarem
According to local sources, the incident triggered widespread public anger due to the continued spread of armed manifestations in the area. Allegations were also directed at members of the General Security forces present in the area, accusing them of participation in the attack.
Killing of Civilian Maad Nasser in Salamiyah, Hama Countryside
At noon on 10 February 2026, unidentified armed individuals traveling in a silver Kia Sorento vehicle opened fire on the citizen Maad Nasser (66 years old), also known as Abu Mohammad Nasser, while he was sitting in front of his home in the city of Salamiyah, in the Hama countryside.
The incident occurred on the road connecting Restaurant Roundabout and Hama Road, west of the city, opposite the residence of Dr. Nayef Ajoub, near Hala Pharmacy.
The victim sustained multiple gunshot wounds. The perpetrators subsequently fled toward the western farmlands. He was transported to Salamiyah National Hospital for treatment but succumbed to his injuries.
These incidents occur amid the ongoing prevalence of security disorder in several areas, with repeated shootings and the targeting of civilians, and in the absence of publicly announced results of investigations into similar previous cases. The allegations directed at certain security personnel raise serious concerns regarding the State’s obligation to protect civilians and to ensure the neutrality and accountability of law enforcement agencies.
