The facts documented during the recent period indicate an escalation in killings and targeted attacks against civilians from the Alawite community across several Syrian regions, particularly in the countrysides of Homs and Hama, and the city of Damascus. The recurrence of these incidents and the similarity of their patterns raise serious concerns regarding the possibility of targeting based on sectarian affiliation. This necessitates independent and transparent investigations to uncover the circumstances of these violations, identify those responsible, and hold them accountable.
These incidents constitute a grave violation of the right to life and personal security, both of which are fundamental rights guaranteed under international human rights law. They further underscore the urgent need to implement effective measures to protect civilians, prevent acts of violence, hate speech, and incitement, and ensure accountability and non-impunity in accordance with relevant international standards.
