Rights Monitor Syria has documented the discovery of the body of civilian Yassin Ali Mahmoud, a taxi driver originally from the Al-Qadmus area in the countryside of Tartus and a member of the Alawite community, on July 17, 2026, near the Al-Tall area in Damascus Governorate, four days after his abduction. According to available information, the body bore signs of torture.
According to the documented information, Yassin Ali Mahmoud was abducted four days prior to the discovery of his body, after dropping off one of his relatives at Damascus Airport in the taxi he operated. Following the loss of contact with him, his body was found near the Al-Tall area, showing clear signs of torture. No information has been received regarding the identity of the perpetrators or the announcement of the results of an official investigation into the incident as of the time of writing this report.
This incident raises serious concerns regarding civilians being subjected to abduction and extrajudicial killing, particularly given the indicators that the victim was subjected to torture prior to his death. This necessitates an independent and effective investigation to uncover the circumstances of the crime and identify those responsible.
This incident occurs in the context of ongoing reports documenting killings targeting civilians in several Syrian regions, including individuals belonging to religious and sectarian minorities. This raises growing concerns regarding the protection of civilians, ensuring non-impunity, and the fulfillment of the authorities’ obligations to conduct independent, impartial, and effective investigations into such violations.
Rights Monitor Syria emphasizes that extrajudicial killing, abduction, and torture constitute grave violations of international human rights law and may, depending on the circumstances of the conflict, amount to violations of international humanitarian law. The organization calls for the opening of an independent and transparent investigation into the killing of Yassin Ali Mahmoud, to uncover all circumstances of the crime, and to ensure that those responsible are held accountable, thereby guaranteeing the right of the victim and his family to truth, justice, and redress.
