Rights Monitor Syria: Deep Concern Over Deaths in Detention and Torture Allegations, Call for Independent Investigations and Accountability

Rights Monitor Syria expresses its deep concern and strong condemnation regarding reports of the deaths of detainees inside detention facilities belonging to the Syrian Interim Authority, alongside accompanying information alleging they were subjected to beatings, torture, and ill-treatment. These acts constitute direct violations of the right to life, physical integrity, and human dignity, and raise serious concerns regarding detention conditions and the legal guarantees afforded to detainees.

According to information documented by Rights Monitor Syria, Louai Mohammad Zourouf died inside a Syrian Interim Authority prison on August 22, 2026, nearly three months after his arrest in Damascus in May, following information regarding his volunteering with the “National Defence Forces.” According to local sources, suspected marks of torture were visible on his body when it was handed over to his family, before he was buried on the same day in the town of Ras al-Ain in the rural Jableh area of Latakia Governorate.

Available information indicates that Zourouf remained detained throughout this period without appearing—according to circulating data—before an independent court to verify the accusations against him or to guarantee his right to defense, prior to the announcement of his death inside the detention facility.

In another incident, the young man Mohammad Hussam Ghamira died on Sunday, August 16, 2026, after a severe deterioration in his health condition and his transfer to the intensive care unit at Tishreen University Hospital in rural Latakia. Ghamira had been detained at the Al-Haffah District Directorate in rural Latakia and was released after approximately three days in critical condition, amid local reports that he was subjected to beatings during his detention, while sources reported he was severely beaten inside detention places. Circulating information simultaneously confirms that he had a pre-existing medical condition, which necessitates determining whether his medical needs were taken into account during detention.

Rights Monitor Syria considers that these incidents, if confirmed, cannot be treated as individual accidents or isolated events; rather, they require an independent and comprehensive investigation into the circumstances of arrest, detention, and treatment received by the victims, particularly in cases showing indicators of torture, ill-treatment, or death in custody.

Legal Framework

International human rights law strictly prohibits torture and other cruel, inhuman, or degrading treatment or punishment, and this prohibition cannot be justified under any circumstances. Furthermore, the right to life imposes a legal duty on authorities to protect the lives of persons deprived of their liberty and to investigate any death occurring in detention in an independent, effective, and impartial manner.

Relevant rules of international law regarding detention also impose an obligation to treat all persons deprived of their liberty humanely and with respect for their dignity, to provide them with necessary medical care, and to guarantee their right to know the reasons for their arrest, access the judiciary, and challenge the legality of their detention.

In the context of armed conflict, relevant rules of international humanitarian law protecting detained persons also apply, prohibiting torture, cruel treatment, and outrages upon personal dignity. Prior political or military affiliation or suspicion of committing an offense can never serve as a justification for torture, extrajudicial execution, or any humiliating treatment.

Rights Monitor Syria Demands:

Opening independent, immediate, and transparent investigations into the deaths of Louai Mohammad Zourouf and Mohammad Hussam Ghamira, and into all allegations concerning their exposure to torture, beatings, or ill-treatment during detention.

Determining the criminal and administrative liability of anyone proven to be involved, directly or indirectly, in torture, ill-treatment, or negligence that led to death or the worsening of health conditions, including officials responsible for detention facilities if their knowledge of violations or failure to prevent and investigate them is established.

Conducting independent forensic medical examinations and autopsies where necessary, and preserving medical and forensic evidence related to the deaths, ensuring the true causes of death are identified and preventing the suppression of potential evidence of torture or ill-treatment.

Allowing independent monitoring and human rights bodies access to detention sites to inspect the conditions of detainees, and ensuring that witnesses, victims, survivors, and their family members are not subjected to intimidation or retaliation.

Putting an immediate end to any practice of torture or cruel or degrading treatment inside detention centers, and ensuring that all security, guard, and prison personnel are subject to the law and accountability.

Guaranteeing the right of all detainees to a fair trial before an independent and impartial judicial body, preventing anyone from being held in arbitrary detention or in isolation from judicial oversight, while enabling detainees to communicate with lawyers and their families in accordance with legal guarantees.

Providing urgent and appropriate medical care to detainees, especially individuals suffering from pre-existing illnesses or health conditions, and investigating any medical or administrative negligence that may endanger their lives.

Releasing every person detained arbitrarily or without a clear legal basis, and referring those facing genuine criminal charges to an independent judiciary that guarantees all fair trial protections.

Making information available to victims’ families regarding the circumstances and causes of arrest and death, and handing over bodies in accordance with procedures that preserve human dignity and ensure the documentation of injuries and medical causes of death.

Ensuring non-impunity and avoiding reliance on formal internal procedures alone, while holding those responsible for violations accountable under the law and in compliance with international obligations regarding the prevention of torture and the investigation of grave violations.

Rights Monitor Syria emphasizes that the responsibility of authorities is not limited to preventing torture, but extends to ensuring the safety of every person under their control, seriously investigating any allegation of its violation, holding those responsible accountable, and providing redress to victims and their families.

The death of any person in custody, particularly when accompanied by indicators or allegations of marks of torture, demands the highest level of scrutiny and investigation, and must not pass without revealing the truth and establishing accountability. Rights Monitor Syria calls on the Syrian Interim Authority to treat these incidents as an urgent legal and human rights matter and to take concrete steps to prevent their recurrence and ensure respect for the rights of all detainees without discrimination.
