Rights Monitor Syria – Human Rights Documentation Report
Rights Monitor Syria is following with grave concern a series of killings, targeting, and violent incidents that have occurred across various regions of Syria in recent days. According to local sources, these incidents have targeted civilians on sectarian grounds, coinciding with the loss of contact with an Alawite young woman in Damascus, an explosion near a church in the city of Hama, and a fire inside Kobani Prison that, according to available data, resulted in the deaths of nine detainees and the injury of approximately 20 others.
In the most recent of these incidents, the brothers Hassan Jahdallah Jafar and Muhammad Jahdallah Jafar were killed on the morning of September 14, 2026, in the predominantly Shiite village of Al-Diabiya, located in the Al-Qusayr countryside, west of Homs.
According to local sources, an armed group opened fire on the two brothers while they were on their agricultural land, leading to their deaths at the scene. Available data indicates that both victims belonged to the Shiite community.
In the city of Hama, an explosion occurred near the Virgin Mary Church on the evening of September 13, 2026. Based on preliminary circulating information, some sources suggested the explosion was caused by an improvised explosive device (IED), while other sources indicated it may have been caused by a sound grenade. Based on the available data, the platform has been unable to conclusively determine the nature of the explosion or the entity responsible for it.
In Damascus, the family of 33-year-old Nour Al-Huda Sultan Abdul Rahman remains unaware of her fate after losing contact with her on September 2, 2026.
According to her family, contact with Nour was lost while she was on her way to an institute in Jaramana; she never arrived at the institute. The family stated they searched for her across several hospitals and police stations without success.
According to available information, Nour Abdul Rahman is married and a mother of three children, the youngest being two years old. She originates from the countryside of Masyaf in the Hama Governorate, resides in the city of Jaramana in the Damascus countryside, and belongs to the Alawite community. As of the drafting of this report, no confirmed information is available proving she was abducted; therefore, the platform calls for treating the incident as a missing person case requiring urgent search and investigation, while taking the family’s fears of potential danger seriously.
Kobani Prison Fire and the Death of Nine Detainees
In the predominantly Kurdish city of Kobani, north of Aleppo Governorate, a fire broke out inside the Kobani Central Prison on the evening of September 11, 2026. According to received information, the fire resulted in the deaths of nine detainees and injured approximately 20 individuals with varying degrees of wounds and asphyxiation.
The fire occurred following demonstrations in the city protesting the killing of a young Kurdish military personnel at the hands of gunmen from the Al-Baggara tribe, according to data received by the platform.
Available information indicates that the fire incident and the associated loss of life necessitate an independent investigation to determine its causes, the extent of safety and protection measures inside the prison, and whether there was negligence, omission, or direct or indirect responsibility that led to the high casualty count.
Furthermore, data regarding arbitrary arrests of civilians in Kobani raises additional concerns regarding respect for guarantees of liberty and security of person, and the imperative to refrain from arbitrary detention or collective punishment in response to protests or security developments.
Armed Attacks in the Western Hama Countryside
In the town of Bairin in the Masyaf countryside, west of Hama Governorate, the brothers Ali Al-Dardari and Mohsen Al-Dardari sustained severe injuries after gunmen riding motorcycles opened fire on them while they were working on their agricultural land on the afternoon of September 7, 2026.
According to sources, the shooting took place along the road extending between Zur Bairin and Khirbet Al-Jami. The two brothers were transferred to the hospital in critical condition and placed under intensive care.
On the evening of the same day, reports indicated an armed attack occurred in the predominantly Alawite village of Tal Sikkin Al-Sarout in the western Hama countryside. Gunmen riding motorcycles opened fire on residents, killing Ahmad Ali Imran and critically injuring 60-year-old Al-Naser Saud.
Additionally, information was received regarding the killing of young Sulaiman Kamel Salem in an attack that occurred two days prior between the villages of Al-Qabu and Al-Houla. Further incidents of targeting were reported during the current year in the vicinity of the Al-Houla region, including the killing of Mohieddin Samru, of the Shiite community, near the Al-Houla area in August 2026.
Killing of Ghiath Nawfal Sulaiman
In a separate incident linked to the series of events in the Masyaf countryside, the body of young Ghiath Nawfal Sulaiman, known as “Abu Ghadir,” was found on Monday, September 7, 2026, killed inside his poultry farm near the village of Kaframra in the Masyaf countryside.
According to received information, Ghiath Sulaiman originated from the village of Kaframra and belonged to the Alawite community.
Rights Monitor Syria considers the succession of these incidents within a short timeframe, the multiple civilian casualties, and reports of targeting individuals based on their sectarian or ethnic affiliation to be dangerous indicators that must be addressed with utter gravity, far removed from incitement, hate speech, and generalization against any religious or ethnic group.
The platform emphasizes that the protection of civilians, non-discrimination based on religion, sect, or ethnicity, and the prohibition of extrajudicial killings, arbitrary detention, and enforced disappearance constitute fundamental obligations under human rights standards and international humanitarian law applicable to the nature and context of each incident.
Accordingly, Rights Monitor Syria demands the following:
Initiating independent, impartial, and transparent investigations into all incidents of killing, targeting, fire, explosion, and detention mentioned in this report, and announcing the findings to the public.
Identifying all individuals responsible, instigators, and accomplices involved in these crimes, regardless of their affiliations, and holding them accountable according to the law, including command responsibility or the responsibility of entities obligated to prevent violations or investigate them whenever legal thresholds are met.
Taking immediate measures to prevent hate speech and sectarian or ethnic incitement, and holding accountable anyone proven to be involved in inciting violence or targeting civilians based on their identity.
Ensuring the protection of civilians, particularly in areas experiencing security or sectarian tensions, and enhancing early warning and response mechanisms to prevent the recurrence of such incidents.
Enabling victims’ families to access information, justice, and effective remedies, and guaranteeing their right to know the truth and hold those responsible for violations accountable.
Rights Monitor Syria stresses that the sectarian or ethnic background of victims must never serve as justification for violence or to downplay its severity. Civilian protection must be comprehensive and without discrimination, and any failure by entities tasked with protecting the population or investigating crimes must be subject to legal accountability based on evidence and facts established through independent investigations.
